Description
When people think of international negotiations, the idea of presidents cutting deals with their counterparts dominates the popular imagination. But this vision touches only a small fraction of government-to-government negotiations. The reality is far more complex, and involves understanding different cultures, the legal underpinnings of treaties, the necessity of preparation and the roles of formal and informal negotiations. Current negotiations will form part of the framework of the discussions.

- Help participants go beyond the headlines to gain a deeper understanding of ongoing negotiations.
- Gain an appreciation that, because there are few enforcement mechanisms, international negotiations are primarily about finding a mutually acceptable solution to a problem.

Robert Loftis
Retired ambassador Robert Loftis served in Africa, Latin America, Europe, Oceania, and Washington from 1980 to 2013. He was the lead negotiator on burden-sharing agreements with Korea and Japan, opened U.S. military bases in Romania and Bulgaria, concluded Status of Forces Agreements worldwide, managed U.S. delegations to the U.N.
