Description
Both the federal and state constitutions govern the citizens of Montana. Where did these constitutions come from? Who wrote them? Why do they matter? How are they interconnected? What's missing in these basic laws? How do they compare with others in the world? The course will address these questions and more. We will explore many ideas and principles embedded in the constitutions we abide by - most of the time - and rub up against this country's foreign policy. Concepts covered include popular sovereignty, the separation of powers, checks and balances, judicial review, and majority rule with guaranteed minority rights.
Course Takeaways
Participants will gain a deeper understanding of and appreciation for:
- The origins and evolution of the U.S. Constitution and the principles on which it's founded.
- The rationale for reconstructing the Montana Constitution in 1972 and how it was done.
- The interrelationship between the state and federal constitutions in the context of contemporary issues.
- Attempts to amend both the U.S. and Montana Constitutions and efforts to call for new conventions.
- How our state and federal constitutions "stack up" to other basic laws in several countries.

Stephen Maly
Stephen Maly retired from Helena Civic Television and relocated to Bozeman to develop a multi-disciplinary project called the Global Civics Initiative. He has an M.A. in international relations from the Johns Hopkins SAIS and a B.A. in international affairs from the University of Colorado. Maly spent a decade as a research analyst for the Montana Legislature, staffing committees and writing bills. He also instigated, developed and managed TVMT, a state-wide public affairs network dedicated to transparency in government. TVMT provided gavel-to-gavel coverage of all three branches of state government. He hosted and produced dozens of programs about Montana's history, politics, culture and the state's foreign relationships.Date | Day | Time | Location |
